Started by Mayor Kelly in 2002, the mission of the Capital City Education Initiative is to call everyone in this diverse community to action to address our most pressing education needs. The quality of our schools is the single most powerful economic development tool we have in St. Paul. One goal of the Initiative is to help students in St. Paul's public, private, and charter schools learn to read by the third grade. Students who can read by the third grade are on the path to academic success, graduation, and good jobs.
